Business visa

Hello, I just want know if it could be possible to apply for studying permit with visit visa. And how could I get,during this closing boarder periode, a business visa which can allow me to apply for studying permit?Thanks.

Dears,
I have applied for 3 months business visa and got rejected.
And by email when I ask for reason they told insufficient documents and they ask me to appeal and re-apply.
Can any one tell me  how to appeal on eservices account online and what about 1st application fees ?
