Non marriage certificate

Hi all. My fiancee is from Zimbabwe. He has permanent residence in south Africa. I am South African. We wish to get married. We were recently told that we need a letter declaring that he is not married in Zimbabwe. Does anyone know how we get this letter? Especially because it's impossible to travel to Zimbabwe during covid. Also do we really need one if he is a permanent resident already?

Did your fiancee obtain the non marriage letter and if so how? Was is through the consulate office? My to be husband is Zinbambwean and I South African..We are in the same situation you were last year..
