I hope you will find you need on France Guide. But I can give you some advice concerning your situation. Indeed, First of all, you have to find a place to live. France is divided in different area. I mean west of france is like irish weather, southwest is really appreciate from english community because of the landscape. Then, Paris is the cosmopolitan city but relatively expensive. And last but not least, the côte d'azur, Southeast of France, very sunny place with provence landscape.
In view of your situation, I think you do you prefer the proximity of a big city. Firstly, so that your husband can find  a job quickly and especially to find an international school with english instruction for your children.
A key point to consider is the difficulty of the french speaking english properly; I advise you therefore to adress yourself to expatriate association or to relocation specialist company to help you in your efforts.
Personaly, I live in Marseille, France's second city, in southeast of France and life is enjoyable. 300 days of sunshine per year, in the heart of Provence, close to the sea.
