Hello, i am married to a Romanian women for 5 years now, i have being living and working in Romania for 2 years now, i have a temporary residence for 5 years, it will end in 2023, my question is am i eligible to apply for a permanent residence or citizenship after 2023 ? Thank you

According to IGI, yes, for permanent residence. Read here:

And according to ANC, also a yes for citizenship (with some additional conditions):
