Hello.  Has anyone scheduled an appointment with the Portuguese Consulate in San Francisco?
If so, would you please let me know the steps you took to get an appointment?

We are soon to transition to a third party - VFS Global whom you will submit your application and support documents to.



See the following as guideline what you need to gather, the appointment likely will not be with us, but with VFS Global where our site will be updated once finalized this change in procedure.



The link provided for application form is primarily for our tourist applicants, but it is repurposed to suit the needs of our long term applicants as well. Please prepare it online, print out its three pages. Schedule appointment for visa – Portugal at www.portugalinsf.com.  As for the criminal background check, it must be from the FBI or FBI authorized channeler as long as it is the paper original mailed to you. No alternative police agencies accepted or electronic versions of the summary check accepted. Inability to obtain a summary check due to poor fingerprints will result in an outright rejected application and will not be processed. Apply up to 90 days before intended arrival allowing at least three weeks for processing. Bring all material, to your appointment - the passport and its copy, one color passport photo, your processing and issuance payments (money order or cashier check) and prepaid domestically addressed return envelope.

Schedule appointment during this process only if prompted to do so and ignore, appointments will instead be separately scheduled at portugalinsf.com



Couples and families – Only the “head” of household files an application. The spouse or dependants who do not file, will immediately petition for residence permit in Portugal with the “head” of household if in possession their residence visa. Those members who do not file should have marriage certificate, FBI and birth certificate (for any minors) with apostile in order to be minimally prepared for their appearance made directly to SEF – Servicos de Estrangeiros e Fronteiras. This is known as familial reunification.

REQUIREMENTS FOR RESIDENCY VISAS TO PORTUGAL

               
(Sections 1 and 2 for all applicants, subsequent section(s) as pertains to each applicant)


1    VISA REQUIREMENTS
One application form per passport holder prepared at- https://www.vistos.mne.pt/en/visa-appli … for-a-visa
One color passport photo size 2” x 2” facing forward. (Do not staple the photo to the application form).
Written declaration of intent and economical status (description of yourself /purpose for staying in Portugal), including address where staying in Portugal proven by lease or purchase of property – extended hotel reservations are inadequate, email address if applicable and all contact information.
FBI Criminal Background Check – for anyone age 16+). The report must be the mailed paper original.
One photocopy of passport – main information page and any subsequent page with visa stamps.
f)    Requerimento - Registo Criminal, a form we provide you must be completed, signed and returned with the above.
g)    Schedule appointment at portugalinsf.com for visa - Portugal. If a minor, include parental consent form.
Health/accident insurance policy specific to Portugal that is zero deductible and covers at least 120 days.
Processing fees of the above items – Residence/Study/ Temporary Long Stay/Work = $26.91.
If approved the following are due - Temporary Long Stay $87.74/Residence or Work $105.29/Study No Charge.

REFERENCE IN PORTUGAL, PREFERABLY THOSE WHO WOULD STAND AS GURANTORS
We only need one reference who can be your lawyer, power of attorney, land lord, Dean of Admissions etc. who are Nationals of the European Community or hold Permanent Residence in Portugal. Have them indicate their name, address, phone number, citizenship – Including Residence or National ID number.
   
3    IF WORKING FOR SOMEONE
Copy of work contract (authenticated by notary in Portugal) Contracts for salaried workers require prior approval from IEFP (Instituto de Emprego e Formação Profissional or from IGT (Inspecção Geral do Trabalho) if relevant.
Those who teach or are in highly skilled positions should include copy of their diploma and credentials.


4    SELF EMPLOYED
Proof that you are entitled to work in Portugal
Photocopies providing transfer of funds to Portuguese banks
Legalized copy of the registration proving establishment of commercial enterprise
d)    Declaration stating applicant's official residence

FOR BUSINESS
Declaration passed by the Institute of Foreign Investment (ICEP) about the intended investment
Photocopies of document(s) authorizing transfer of private capitals to Portuguese banks, issued by the Central bank (Banco de Portugal or its equivalent)
Legalized copy of the registration of the corporation
Declaration stating applicants official residence

5    FOR PENSIONERS
           Must show proof of pension, total amount per month, and how the funds will be transferred to Portugal

6    A PERSON LIVING ON HIS INCOME
Movable Property
Photocopies of a document authorizing the transfer of private capitals to Portuguese banks,
       issued by the Central bank (Banco de Portugal or an equivalent) = $3,000 per person
Document confirming having deposited in Portuguese banks a sum equivalent to at least the
       minimum monthly wage of the country of origin
    b)    Immovable property
Document of ownership
Authenticated photocopies of updated leases and documents proving that the income is deposited in Credit Institutions in Portugal



7    FOR STUDENTS
Students receiving grants from Portuguese Government or any other Portuguese organizations must   
       send a document confirming it and possible length of stay
   
OTHER STUDENTS
Declarations that the student intends to register (naming what school) and for what period of time
Proof of subsistence assured in Portugal, including any substantiating document(s) proving financial capacity even if all expenses declared prepaid.

8    FOR RELIGIOUS ORDERS
Religious organizations declare place of residence of the interested party and assuming responsibility for his/her support.  Otherwise, a declaration proving means of subsistence is requested


9    JOINING FAMILY IN PORTUGAL
Spouses and children who are dependent(s) of the applicant, file directly with SEF (Serviços de Estrangeiros e Fronteiras) when the applicant who has been approved and granted their visa appears at SEF to exchange our visa for Cartão de Residência. All long term visas are limited and are to be exchanged for Cartão de Residência shortly after arrival in Portugal.

Additional Documents may be required/Fees and requirements subject to change without notice – re inquire if you obtained fee and requirement instructions more then 2 months prior to applying or forms obtained from a different source.

DECISION FOR LONG TERM VISA TAKES APPROXIMATELY SIX WEEKS, STUDENTS THREE usually less in both instances. (Submitting the required documents or in some cases, additional support documents, does not guarantee automatic issuance of a visa). Documents that should be grouped together use paper clip, do not staple or remove any that have already been stapled.

Applications should be made at the Consulate in whose jurisdiction you reside. (Our jurisdiction includes AZ, AK, CA, CO, HI, ID, MT, NM, NV, OR, UT, WA, WY, American Samoa and Guam) If you are not in our jurisdiction you must apply elsewhere and must confirm procedures with the office you are submitting your documents. Place of residence is proven by driver license, bank statement or utility bill.

Payment for visas to be paid by Cash, Cashier Check or Money Order; payable to Consulate General of Portugal; Personal checks, credit cards and online payments not accepted. Payment for processing fees must accompany the application. Issuance fee(s) due only when approval has been granted. Passports that are not claimed in person can only be returned if the applicant/recipient has provided a prepaid self addressed envelope (if indicating a credit card on an air bill include a copy of the credit card).  Documents will only be returned to a USA address. If you must travel outside the Country prior to visa authorization, please see below. Once an application is initiated, fees become non refundable.  Make sure all pertinent information has been submitted. Incomplete applications/insufficient documentation will not be acted on. There is a separate fee for the visa itself if approved which must be issued by a Portuguese Embassy or Consulate (student visas incur no issuance charge). The visa we issue is limited; it must be presented to SEF (Serviços de Estrangeiros e Fronteiras to be “exchanged” for a “Residence Card”. A set of documents will be distributed by SEF for that process.


The following only applies to those who have filed their application to obtain a “long term” visa and must depart before securing the visa.

For those who can enter Portugal without any visa and must depart for Portugal or any other destinations abroad but have not received authorization to receive their long term visa may claim their visa if approved by mailing the passport to us directly or via a third party (family/visa service/etc) with appropriate fee, we then only return to an entity with address within USA who then assumes the responsibility of sending the passport to you if already overseas.


NOTE:  Keep a complete set of duplicates for yourself to take with you as these documents might be needed when clearing customs or at SEF.
