Where expats live is partially based on what they can afford as living expenses (including cost of condo buy or rent) will be more in the areas foreigners tend to live. It also depends on how a person wants to live: in the center of the activity or away from the activity.
The areas with the most foreigners in Cebu City will be the Ayala Business park, IT Business Park (lahug area) and there are quite a few in Nivel Hills (still Lahug) but up in the hills (where I live).
