Hello, I am a Lebanese citizen wishing to invest in Cebu, and I am traveling in february as mentioned in the headline. I need someone to be free to tour me around, and has a little knowledge about governmental issues.

I would strongly suggest that you contact the Chamber of commerce or the Philippine Embassy for above questions.

Hint- if you openly post your desire to "Invest" in Cebu in a worldwide visible Forum, chances that you will be frauded by unscrupulous people are about 99,9 %. (often by "new" friends from you own country/ethic background)

They also will provide you with lists and addresses in Cebu, those you can visit for more information.
And most likely you will find decent People there which will then take you to the "touring around".
Filipinos are (in my experience) the most hospitable People in the world.

But one has (as everywhere in the world) to be careful.

In particular "Investors" are endangered People.
