You can just add them on the social networking site first and then start communicating with them..

MeetUp.com is an easy way to find a group of people with a similar interest. In NYC, I sometimes attend the German Language MeetUp. It's a great way to practice my German and make some new friends - usually Germans, Austrians and Swiss that are living as expats. The larger cities have meetups for just about any activity that you might be into - from knitting to homebrewing.
