In my experience, there are no credit checks. Foreigners are eligible, as long as you have a rental contract. But if you don't have an e-residence card you might have to discuss with the sales assistants, and they might ask for a (higher) deposit.

we asked in Melita to sign 2 years contract and take (pay) phone with it
they said we first have to pay for 1 year monthly subscription and only after that time we can buy mobile on reduced price
needless to say - we left their shop
