Tromsø is way too high up - you might feel depressed there if you are a foreigner - also the flight connections are not as as good / expensive.
Tromsø is probably a nice town for people from Norway or northern Norway - and for tourists...they have the Lyngen Alps, Northern Lights etc
Go for Oslo instead..
