Hello,
Yes, you can find fishing stuff in some Cuenca stores and There's some places you can fish trout, many of them in Cajas.
In fact I bought some equipment for my kids but I don't know how it works yet

About organizations for shopping,tourism, I don't know. Usually people hire a tourist guide or helper. I work as a helper some times, too.
About hiking I get in contact with another american with the same idea but he is not coming back until next month and then see we can talk an start hiking.
