Palace of Justice/Courts

Would really appreciate if someone could help me out in this situation.

I need to get a document testified and I have been recommended by a lawyer that I need to go and see a notary in the Palace of Justice since a lawyer cannot testify a document. But I have been also warned that unless I can speak arabic I will be able to manage my way in the building looking for a notary.
1. Is this true?
2. Does anyone know whether there's always a long queue waiting?
3. N where about is it exactly in Abdali,Amman? how do I instruct the taxi driver where to go?
