I am here working under a civilian contractor job. I am looking to get a drivers license but have been told that i can also use an international drivers license. Can a person buy a vehicle here with just an international license.

No. You need an Iqama and a Saudi driving license. As per law, if you have an Iqama, you cannot drive a car here on your home country license or IDP.

never mind i found it. My employer will not work on getting us a residental id card. There to cheap and we have a high turnover rate.

Well you can rent a car and drive it on your IDP. You just cannot buy one.
