Buenaventura Lot #25: Panama Visa & Asset Planning
At the $500,000 asking price, this lot can support Panama's Qualified Investor (permanent residency) visa. Any discount from that price disqualifies it, because of a rule change that took effect in September 2026. If the buyer negotiates down, the Friendly Nations visa is the fallback.
Property: Fairways, Buenaventura Golf & Beach Resort, Lot #25, Río Hato/Antón, Coclé. 2,476 m² golf-front lot, listed at $500,000 (negotiable), HOA $250/month (listing).
The rule change that decides this deal
Many websites still say there is a $300,000 minimum with an October 15, 2026 deadline. That is out of date for a lot like this one. Executive Decree No. 17 of September 8, 2026, published in the Official Gazette on September 16, now separates first-sale properties from resale properties.
Property type
Minimum investment: First-sale (new) property: PAB 300,000
Resale (secondary-market) property: PAB 500,000
This lot is sold directly by its owner, so it is a resale purchase:
- Close at $500,000 or more: the lot qualifies for the Qualified Investor visa, subject to MICI reviewing the file.
- Close below $500,000: it does not qualify for the Qualified Investor visa, however small the discount.
For the listing, state "Qualified Investor–eligible at full asking price." That gives a reason to hold the price.
Route 1: Qualified Investor visa
This route gives permanent residency from the start.
Requirements
- The property must be free of liens.
- The investment must be kept for at least five years. The buyer can still build a house on the lot during that time.
- The money must come from a foreign source. Wire it from abroad and keep the full banking record.
- A local mortgage can only cover the amount above the minimum, so at a $500k price the buyer pays essentially all cash.
- Decree 17 tightens the rules on qualifying funds, proof of ownership through a company, and verification of the investment.
Process
1. Due diligence and sale contract.
2. Deed signed at a notary, then title registered at the Public Registry.
3. MICI reviews the purchase and issues the Qualified Investor certificate.
4. The lawyer completes the immigration file and submits it to the National Immigration Service. Review usually takes 30 to 90 days.
Benefits
- One visit every two years is enough to keep the status.
- Decree 17 makes it simpler for Qualified Investor residents and their families to apply for citizenship.
- Route 2: Friendly Nations visa (if the price is negotiated down)
- This route only applies if the buyer's nationality is on Panama's list of eligible countries.
- The buyer needs a Public Registry certificate showing ownership of property worth at least USD 200,000.
- The property can be in the buyer's own name, in a company where they are the final beneficial owner, or in a private interest foundation they founded and benefit from.
- Local bank financing is allowed.
- The trade-off is speed: two years of temporary residency before permanent residency.
- Planning how the buyer holds the asset
- Who holds title. Options are the buyer personally, a Panamanian corporation (S.A.), or a private interest foundation. A foundation helps with succession but adds documents to prove beneficial ownership, which matters more under Decree 17. Decide the structure before the deed is signed; changing it later can break the five-year holding requirement.
- Spouse and dependents. Co-ownership of the investment is accepted only between spouses or with dependents. Family members can be added as dependents under the same investment.
- Registered value. Make sure the deed price and the value recorded at the Registry are both at least $500k. Ask counsel whether MICI will require an appraisal for raw land.
- Holding costs. HOA fees of $250/month, plus annual property tax on the registered value. A vacant lot cannot get the primary-residence exemption until a home is built. Panama taxes only income earned in Panama, so the buyer's foreign income is not affected.
- Seller's side. The seller normally pays the transfer tax and the capital-gains withholding. Their lawyer should confirm the numbers.
Due diligence before signing
[ ] Public Registry certificate: clean title, no liens, correct lot number (Fairways Lot #25)
[ ] HOA paid-up letter (paz y salvo) and the resort's building rules
[ ] IDAAN and municipal paid-up letters
[ ] Confirmation that the lot is registered as its own separate parcel
[ ] Immigration lawyer checks the buyer's file against Decree 17 before any funds are wired
Caveat: Decree 17 is less than a month old, and law-firm commentary on it is still limited. Have Panamanian immigration counsel confirm how MICI is applying it, especially for raw land, before making visa-eligibility claims to buyers.
