Does Regional visa 491 allows work in Major Cities?

If one apply 491 Visa (Provisional) , can he/she work in major cities (Sydney, Melbourne) and stay in nearby Regional area ? Or its required to live and work in regional area only.

You can only work in regional areas on a 491 visa.

1/ Stay in Australia for 5 years
2/ Live , work and study in a designated regional area of Australia
3/ Travel to and from Australia as many times as you want, while the visa is valid.

Cost is Oz $4,045.

To qualify for the 491 Visa (Provisional) in Australia, applicants must reside and work in specific regional areas. Although there may be some degree of flexibility, it is expected that the main residence and employment should be located in a regional area rather than in major cities such as Sydney or Melbourne.
