Are you referring to a 'declining port' as one that is not receiving the amount of international traffic as it once was? Keep in mind there are two different type of operations - passenger/cargo.

BTW - I am not aware of any competition, but Miami and Houston are busiest US Ports of Entry in the United States, with Miami being the busiest in the Americas. [International Operations only] Atlanta and Chicago are the busiest airports in the world in that order.

The WORST port of entry l have EVER had the misfortune of using is Chicago!!!
They are unhelpful, intimidating, dumb, racist & the airport itself is a filthy mess!
