UAE taxation, VAT and Corporate Tax return filling

Now all the companies (legal entities) in the UAE must register for Tax with FTA and file their tax returns regularly and do proper accounting as per IFRS. Does it apply to all the UAE business license holders, including free zones, freelancers also?
