does Jubail have a yellow pages/classifieds/local English newspaper?

Local English newspaper, I think Arab news is it..

There is a yellow pages for Easern Province www.yellowpages.stc.com.sa

Normally the area Dammam, Dahran, Khobar, Jubail is known as Eastern Region or Eastern Province, as they are very close to each other. So if you are searching for anything specific, and cannot find in Jubail, you can look in other Eastern Region cities.

Well the most famous ones and detailed ones for Saudi Arabia are Farsi Maps which are available here at almost every book store. I am not sure about their website though.

am new at jubail too .. after some research got the location of garmin GPS dealer in Khobar and has been an absolute life saver

I suggest all expats coming in should buy it .. got mine for 1300SAR with entire GCC maps pre loaded

can cruise around jubail / khobar / dammam with no worries at all
