Can a Expat (Non-Saudi) wear the Igal (Black Ring)

My name's Mohammad Ali. I was born here in Riyadh, Saudi Arabia and have been livin' here since I was born. My question is can I wear the Igal and Ghutrah. Cause many people have told me that only Saudi's can wear it and you can get arrested if anyone see's an expat wear it. I'm from Pakistan. If i'm not wrong, you can wear the Ghutrah but the Ring (Igal) is only for Saudis. I really need an answer about Igal.

Expats can wear the traditional Saudi clothes, it's illegal if you lied about your nationality
