Qiwa Transfer domestic helper expired iqama

Hi guys, please I need a help with this matter. I'm a new employer who want to transfer the iqama of one domestic helper without approval of the old employer, because her iqama was expired 5 years ago.

Can I send her a transfer request through QIWA and we transfer without approval of the old kafeel?

If, so, what should I also do to legalize her iqama after 5 years being expired?
