Is there any chance I can change the technician Visa to engineers Visa? Any suggestion? What would be the procedure.

To change your Iqama profession, you need to inform your company HR department and then ask them to process it. HR in collaboration with your Government liaison officer they can change it through the QIWA platform easily. Then after the MOL concurred the application, your company (employer) will issue a new Iqama ID card reflecting Engineer profession.

I came in KSA on work visa with the profession of Computer Engineer. I have a bachelors degree in Computer Software Engineering and when i applied for SCE registration then they asked me to upload the professional membership certificate issued from my home country. The problem is that my university doesn't have such affiliation with the engineering body/council so i cannot get such professional membership certificate. Kindly can you guide me that what should i do in this case as my registration process is halted because of this requirement.

I'm not familiar with Pakistan governing policy in terms of individual affiliation and conditions to become a member of professional body. I'd suggest you to personally visit SCE office near to your location and explain the reasons why you ain't obtain the certificate they are asking.
