Indian - Final Exit - Iqama Expired

Posting on behalf of a FriendMy Friend Iqama has expired, and now he wants to go to Final Exit.His sponsor is not at all supporting not even interested in renewing Iqama.He went to the Local Labor Office and submitted the application for Final Exit.The labour office gave him some paper & told him to go to TARHEEL, When he went to Tarheel they asked him to get Emergency Certificates (ECs)/out passes from the Indian embassy Jeddah. Now it has been almost 45 days since he submitted an online application [https://cgijeddah.org/consulate/exitVisa/reg.aspx] to the Indian embassy in Jeddah, but still no reply from the embassy. Is there any other procedure to get this certificate from Embassy?Can anyone help us get these documents from the Indian Embassy directly or through an agent? he is ready to pay for that.Thank You
