IRA Rollover taxable outside US?

For dual citizens from the US and Spain, if you are a tax resident of Spain and must pay tax on pension income in Spain, when you rollover an IRA in the US, can the Spanish government tax you because they consider it a payout?  I have been advised to check with a Spanish accountant on this subject.
