Help required for stray cats in Spain

Last year there were new laws to protect stray cats. However this is mostly being ignored by our town hall who are supposed to bring in a vacinate, nueter and release programme. They point blank refuse so the strays we feed have grown from 4 to 17 in months as more Spanish dump their pets because they don't want to abide by the rules either. I have asked charities all the way to the EU Commission for advise but I have mostly been ignored. I need help because feeding so many is not viable much longer especially now that the news dictate it is illegal to feed them on public land. Anyone any advice please?
