How to find my old friend in Constanta easily without hassle?

Planning to visit nxt yr. In Romania To find my old friend in Constanta he didn't give me his exact address. I only have his picture (family picture) we don't  have pictures together but i still save our conversation,i only have his old number from london.his working before as chef in hotel.how can i find him easily? please guide me

Usually, people that want to keep in touch, keep in touch.  If you don't have his current contact information or social media info or are able to contact his family or friends in the same manner....then perhaps he wants his privacy.
