United States to Romania - Business Residence Permit

Hello,

I have spoken to a lawyer and there is an agreement between The United States and Romania where the initial investment required to obtain a long term residence permit for most investors is waived for US Citizens (the same is also true for Japanese citizens).

I have an SRL (limited liability company) in Romania but am unsure the exact law that defines this exemption. Does anyone know? I have looked into the Bilateral Investment Treaty and several other things. I am 100% confidence this exists and a lawyer quoted me a very high number to file the paperwork for me, but I would like to do this process myself.

Any help would be greatly appreciated! I am looking for links to the law, the name of the law, the year it was passed, etc.
