Can you speak Romanian?

If you can speak Romanian then you have a possibility of getting a job, if not you will not get work of any kind.

There are people that graduate school in Romania that can shuffle paperwork and drive, there's essentially no need to offer visas for such work.   As already pointed out, you must speak the national language to work in most jobs.  English is not enough, you must be reasonably fluent in Romanian.  Also, you must have a skill that can't be easily found by employers for them to spend the time and money to apply for those limited visas, and the employer must apply...the job seeker cannot apply or pay the fees.
