Portugal embassies not working

Hello guys, i've been trying to contact the embassy in Cyprus for 3 months for the D7 visa without any answer. I contacted the ministry of foreign affairs in portugal in order to complain and all what they say that i should contact the embassy.
An acquaintance told me that the embassies aren't working due to a decision from the Portuguese parliament to minimize work in all embassies because they dont want any foreigners coming to portugal due to covid-19. Is this true? And id true, is there a timeframe for decision? Any turnarounds or advices?

That may be a good reason, while group immunity is not achieved, which is only expected in September/October.

But it also goes against what is indicated here regarding Lebanon:

I think that there is a lot not working in Portugal, so why would the embassies be the exception  :( . I think that there are no good reasons for this, but I agree with JohnnyPT that they might just be following orders.
