Bringing pets in to Montenegro - routes

HiPettravel.com states that pets (cats in this case) coming in to Montenegro have to enter via Podgorica airport.However, I've also been told that flying into, for example, Dubrovnik and entering by road is also possible, with all the correct paperwork.Can anyone clarify or offer any advice? Thanks

@Crestabolita We drove in by car in January 2023.  We have 2 French bulldogs.  They do have EU Passports with all shots, and rabies titer.  Have NEVER has any ask for any kind of paperwork.  They just look at them🤷🤷
