Transferring Ownership of AAA (acueductos)

I recently bought an apartment in Rincon last month and I am in the process of transferring the electric and water accounts. I already finished with LUMA but AAA is asking for this additional requirement

Use Permit / Single Permit (This is requested to validate the use that will be given to the property. You can request this document at the OGPE offices before ARPE.)

Do you guys have any ideas what this is and where I can get this? Appreciate your help!
