As long as he travels with a copy of his flight plans he will be fine. Print it out, not on his phone!

My local host suggests printing enough copies for everyone in the car (even the driver, if it's a hired car) whether before OR after curfew hours...JIC.

Your driver will appreciate the courtesy as well.

Keep copies of Hotel reservations and plane tickets and any other back up materials to prove your reason for being on the road. You will surely get stopped, but they will let you go promptly with these materials.
I have a friend that just got in to Cabarete from Punta Cana. He was stopped 5 times, but release immediately with his ticket and home address.
