Buying a vespa

Hi Everyone

So we have bought a townhome in a gated community white sands which is large. We would be staying here 4 months thru winter (No more snow and cold ) We can walk to beach, market etc. its about 15 to 20 minutes but with heat, trying to take free shuttle bus which sometimes isn't reliable. Just want to have the option of personal transportation. I was thinking a used vespa (scooter) which we would only use within the white sands community, use uber for going out as its crazy driving. So need you help few question. I did read older posts but there from 4 to 6 years ago so i thin some of the information is out of date.

1: I know i can drive with my Canadian drivers license, i need a plate, insurance is optional i think? is there any other thing i need to know to register bike?

2: We have a few Dominican friends here so would ask them about buying a used one but if anyone has or knows of someone selling one let me know, also where you bought ?
