It is difficult to rent a place remotely. I went to Costa Rica 3 times before.  I decided to go there. If you don't know your way around you will do better with a reputable realtor. There are no laws governing who may be a realtor. You need to find one yourself. I will recommend one at the end of this post.

First you need to decide where you want to go. Most expats go to the Pacific Coast. It is nice but hot and expensive. Where you go it absolutely important. I got lucky and my realtor found me a great place in Playa Hermosa {Guanacaste not to be confused with the one in Puntarenas}. It was great because I could walk to th beach; a nearby grocery store and a good number of restaurants. No taxi required. Taxi is expensive and just take it if you need to. Different cities are very different. Playa Hermosa is nice and calm while Playa Coco is a party town.

I know a good agent who helped me get a place. Her name is Mercedes and her USA numer is +***. I have no financial connection to her. She helped me rent a place in Playa Hermosa 6 years ago.

@Barbarasweinberg......The beaches of the 'Blue Zone' on the Peninsula de Nicoya,Nosara,$300 a night average....Nicoya center,hot ,dirty , congested and an hour from the ocean, you can get cheaper there !

How long do you want to stay? If you want short term then a hotel may be your best option. You may even rent a short term place from a reputable site online. Hotel has the benefit of paying all {many include breakfast; internet; air conditioning}.

Definetly come and look around.  If you get into something you hate or don't feel safe, you don't want to be stuck.  I suggest somewhere like LaGarta Lodge or Guilded Iguana that can show you around with their planned excursions and shuttle service.  Playa Hermosa is great, Nosara is very busy and expensive and in just a couple years, this area will be totally different with the Hyatt Project in San Juanillo.  What was once a quaint fishing village - San Juanillo and Ostional- will be a bustling busy place.  Now is the time to find your place because the cities keep getting bigger and more expensive and many are moving to the little villages to get away.

I really don't recommend going for long term without visiting.

I have been in Central America for some 6 years. Being really honest: you must visiit and it really helps if you speak Spanish. Or at least have some understanding of it.
