Importing cars to Costa Rica

Hello all. I'm hopeful there's some people with knowledge here.

I'm interested in knowing what the situation is to import a car into Costa Rica from Canada. It's a 1995 sports car, and it seems that Costa Rica will not accept any vehicles older than 10 years.

Is this correct? Are there any exceptions? If I were to convert my vehicle to an EV (gut the motor, stick in an electric motor and batteries), would they allow the car in like this?

The government may not welcome a 28 year-old vehicle regardless of its characteristics.

Too, I'd consider the state of the roads many of which are not very welcoming to low-slung/low ground clearance vehicles. And then there are the speed bumps. Day-to-day travel in your car may not be as comfortable as you hope.
