this has been discussed in trip advisor many times
from kampot to vietnam ha tien province by taxi
walk across the border from cambodia into ha tien
check your visa and passport are valid esp your visa date

once in ha tien its easy to make your way to phu quoc

Crossing border at Hatien, then speed boat to Phu Quoc island.
Or Back to Phnom Penh and get a flight to Phu Quoc!

Google maps say, Puh Quoc airport is permanently closed. What is this ?? Can anyone describe this please?

The old airport to the north of Duong Dong is closed,the new International airport is to the south,There aren't any flights to Phnom Penh from Phu Quoc,only Siem Reap.A fast ferry from Ha Tien to Phu Quoc (about 90 minutes) costs 235000 VND p/p o/w. Visa requirements depend on what passport you hold.
