These documents are prepared for registration in VN. I hear many Indian guys said they can write a book about proceture when doing marriage registration in VN. I can image how complicated it is. If registration in another location can be an option.

Long answer: Tourist visa. 30 days should be enough time.

You can do all the marriage processing here (Vietnam).
Get lots of passport photos, 2"x2" for US, 4x6cm for Viet Nam.
Get the marriage application and register at  (?? - see below).
You will both go the the mental hospital in D5 for that quick interview.
He can get the Affidavit of Single Status at the consulate, and the form already has translations.

Is he divorced or widowed? If either, he needs "a certified photocopy of a divorce decree or a death certificate", and he should definitely get that in the US and bring it with him. Either bring the original, or get a new one from the court. It needs to look official with embossed seals, or red ink stamps, or whatever, i.e. not just a photocopy.

Note: Two changes are supposed to be in effect Jan 1 2016.
Good news is the strange marriage interviews are going away, and he won't need to hire an interpreter.

Potentially bad news is that the marriage license and processing, that was handled at the Ministry of Justice on Pasteur, will now be done at the local level, in city ward committees and towns. Whether that is already in place and running smoothly, who knows, expect delays. I can't find any English news reference for this change on the internet, we heard if from the lawyer.

That's why I don't know if you start the process at the ward committee now, or still at the MOJ.

FYI my Vietnamese gf and I submitted our application at the MOJ Dec 22 under the old rules, and today received our license. Fast but we hired a lawyer, mainly because we are moving and have a tight schedule. Not cheap, I'm sure he saved us a lot of work and do-overs, but we met plenty of people doing it themselves.
