Does anybody know if there are libraries accessible to the general public with good English book collections on business and leadership, organisations, those kinds of areas?

For a business library in English, you might want to check out the Shidler College of Business at 234 Pasteur, Phường 6, Quận 3, Hồ Chí Minh. Tel # is +84 918 515 031. The college is a part of the University of Hawaii and grants US accredited MBA degrees. They should have a decent library. If they don't let you check out books they should at least let you read there. To find the place on Google Maps you will need to type in the address as otherwise Google will send you to Hawaii.
