In theory, this could be possible - if there is a good reason to hire foreigners and they already have sufficient numbers of local employees (for the quota).

Singapore primarily brings cheap labourers from South Asian countries such as India and Bangladesh (extended to Nepal or Pakistan or Sri Lanka but the number is very marginal) and South East Asian countries such as Thailand,  Myanmar,  Indonesia or Laos or Cambodia etc but did not hear employers are bringing from Africa the reason is being that the African community doesn’t have presence here abd secondly the language barrier or social integration etc could be also matter.


Employer should reach out MoM to get clarified on this.

At Surya2k, it makes sense except the language barrier as many African countries (I think the majority) are English-speaking countries.
