Student Pass (STP) Application & Appeal Rejected by ICA

I applied for my STP and it got rejected, due to low attendance rate. At the time I had a lot of stuff going on, including a faulty phone which was the biggest cherry on top. Though I appealed my school absence with school with how my phone was faulty, providing countless proof of how the app doesn’t work the same, at the time they seemed like they accepted it but now the attendance rate is outstandingly low. I appealed for the rejection through the school and it got rejected aswell. Will there be a chance for me to get a successful outcome if I appeal by myself? I was really looking forward to doing my course properly as finally things have settled for me in terms of finance, health and family. I also don’t have a home back in my birth country, I stayed in Singapore pretty much my whole life. The one apartment we have in my birth country is a tiny one that already has a family renting in it, it’s not nice to kick them (and if people ask, it’s not possible to either due to long process work). My family is staying here too.


or should I apply as a new student to a different course? I wanted to do something in business to elevate my knowledge, it doesn’t have to be the current course I’ve applied for. Please let me know, thank you.

I don't know whether a second appeal (by yourself) is possible- ask ICA!

But in my opinion a broken phone is not an excuse for low attendance - a new one could be had within a day or two!

All the other factors you mention, from tiny, rented out apartment at home to your family being here, have no relevance for your pass application, in ICA' eyes.

So I think your chances are low and you should develop a Plan B!

I wanted to not add on due to anonymity, but I might aswell state. i was also unwell for a very long period, and so was my mom. I had to take care of her many times as we had no other form of help at  the time. I did mention this to my school and they just stated ”noted”. i really want to complete a course in business, would it be feasible to apply to my school as a new student, instead of just appeal, to the same course? because currently i already finished 2 modules, and i have 2 more to go. If it comes down to it, is it okay to apply again for the course?

@sitiview If you were too sick to perform your studies (and have paper proof of this), then ICA might change theor opinion and give you another chance. Submit this to ICA (the school has no say in this!). But your mother's health does not matter in this respect.

I don't think you can apply to study a subject again, which you have already failed once - but you can ask your school about it.

I still think your chances are low and you should look for other options!

@beppi hey thanks for responding again. I just realised hwo much of a pickle Im in. I was diagnosed with strong signs of dysthemia (long term depression), ADHD and OCD, but I never pursued bc I wasnt earning and my parents dont believe in mental health (suffering in silence is better than letting them know bc everyday theyll make it about themselves). Do you mean I can try to apply as a new student to the same school, or try another school, or just try in a different country because my STP got rejected?

@sitiview I don't know if you have a chance for another student pass after failing the first time without convincing explanation. Ask your school or ICA!
