A pakistani is on vacation in pakistan and due to lock down covid-19 , visa is expired. how he can travel back to philippines?

Considering that your current visa has already expired while you are outside the country upon your return in the Philippines you will be granted a tourist visa due to it is automatically dowgraded into tourist visa. And since youbare a restricted national, you will need to secure first an entry visa at your nearest Philippine Consulate where you are holding a residence permit. You will also need to secure a return ticket.
In this regard please be informed that due to the covid19 the Department of Foreign Affairs and the Philippine Bureau of Immigration has temporarily suspended all arriving foreign nationals in the country. There might be an additional requirements that they going to require in the future.

Hello Bro, there is no problem traveling back to th Philippines if your country is in the green zone.
You will be quartined for 7 days in a hotel if you are in Amber zone.
