anyone can obtain a Tax Identification Number ("TIN") if you are either, living in the Philippines or, doing business here . . . I am an Englishman, a Philippine resident and when I became a volunteer director of the non-stock, non-profit, Puerto Galera Yacht Club it became a requirement to obtain a TIN, even though I have no direct income from the yacht club

To the OP if you are retired and living off funds from your home country you don't need a TIN.
