I'm going to go out on a limb here and say that the best way that I've found is to make friends with as many local folks as possible.  The chances are great that they will know of deals and bargains before an expat will know.

My recommendation is to not waste money going out to bars and pubs every night getting wasted. Eat local food in food courts instead of in restaurants. That's it.
