This needs comments from people in the country in order to get a better picture of what the situation is if you get involved with anything the cops are up to.
I gather the cops are willing to arrest foreigners for a variety of reasons, recent cases including pornographic dancing by a bunch of Brits, NZ and Canadians, and an American man arrested last week for child sex crimes (Some odd photos of him with kids on the net that look wrong in some ways, but the cops have them and will probably use them as evidence).
Aside from the obvious lack of worry the police have when it comes to arresting foreigners for whatever reason, I gather the police are poorly paid so there seems to be a general requirement to pay for anything you need from them, and access to a prisoner might well be expensive. If the prisoner is accused of something serious, that might well create problems for an expat (or local) that request visits as they might be assumed to be associated with him, thus associated with any crimes the police claim he committed, regardless of the truth behind the accusations.
What we need here is local knowledge before anyone gets involved and potentially put themselves in a difficult situation.
I would invite local posters to comment on any potential issues so less experienced people don't walk into something that will give them a headache.

I would wait till the court comes out with a verdict.
As the procedure is he is now in detention at the provincial prison, awaiting trial.
The US embassy could have sent someone over to visit him.

My (Khmer) wife told me, when I suggested it would be good to visit some ex-pats in jail in Camboida and offer some books to read and keep their minds occupied, that it was difficult without money changing hands.
Questions
Is it normal for young girls to have tattoos?
Is it normal for young girls to be allowed out to very dodgy areas on their own?
Is it possible the father saw a tourist, send the girls to him begging, then accused him of having sex?
I've been taking a look at this but I have no way to know whether he bedded them or not, but the arrest looks like a set up for cash.

Where did you read the girls have tattoos?
If they were begging he would have given them small money, not $120. He admitted to giving them money, for what?
Pub street is not a "very dodgy" area, it's a tourist street with partly some bars.
The charges are what they are, the court will have a verdict soon.
Btw I know that Aple is infamous for "creating" victim statements, like it could be that the other 2 girls are in such an entrapment. Just offer the families the compensation money of more than $1000 and they will force their daughter to make a victim statement. It has happened before, but I must admit that there was always already a case of victims, just the number got enlarged.
If this happened in Pub street there will clearly be CCTV footage of the guy meeting the girls and taking them somewhere. Pub street is full with CCTV cameras.
Let's hope the truth will prevail.

The video will be the killer evidence either way. if he didn't take them, he's probably innocent.
If he did, there goes a sad end to life as he knows it.

And being a lawyer, if he took the girls (they say for the second year) he made a hell of a mistake.

PS Where did you see photos? Both newspapers only show a photo of him.
Doesn’t look good does it.
Paying your way out will be expensive. A Chinese tourist got arrested recently at PP airport bringing in $855,000 in cash without a suitable explanation of its origin.
If he offered an unofficial “fee” to clear the matter ,,it obviously wasn’t enough😆

If they are in the possession of CCTV footage it will be simple: either he met and took the girls or he is innocent.
He is in pretrial detention and the provincial court will come up with a verdict.
Until then nobody knows the truth, except the accused.
