Requirement to settle in benin from Nigeria

Hi, I am Chukwu Promise Iwujah from Nigeria, I intend to relocate to benin. I found out that I need a certificate of residence and a residence card, please let me know how much does all of these costs and what are the requirements for getting it. Are there other things needed for me to settle in benin. Pls do let me know ASAP. English pls.
