i know i have to get a visa but what if i want to reside in belarus permantly

I believe that there is something called a green card. Perhaps your country's embassy here might know about it; otherwise you may have to go to see the Belarusian authorities (gulp).

I would imagine that you would need either to have stayed in Belarus for a long time already or, the usual situation, are married to a Belarusian citizen and live here. I think the Belarusian authorities are the people to ask.

If You are going to marry someone over there - you will get your "green card" - officially.
If some other business - you will have "to buy" some paperwork/help from local lawyers..
