Cheapest city and country to exit to for 1 or 2 days and return to Manilla, also airline to use ?

Phnom Penh, Cambodia, if you're fully vaccinated. No quarantine, rapid saliva test on arrival, covid insurance recommended, not required, cheap hotels available, Jetstar Asia or Air Asia, you'll go through either Singapore or kuala lampur, 48 hour RT pcr test to board, you can get one in Phnom Penh for your return, covid insurance required for return to Phil. Must book the trip out on one ticket, same coming back.
Big caveat, if you test positive at the airport there, you'll be required to deposit $2000 for mandatory quarantine. Tickets right now are available for between 25 to 35 thousand pesos. You can get a decent hotel for around 1000 to 2000 pesos. You need a Cambodia evisa, runs less than 2000 pesos.
Alternatively, Colombo in Sri Lanka, fully vaxxed, ok, no quarantine, 48 hours RTPCR, visa upon arrival, cheap hotels, round trip flights about 45 to 65 thousand pesos. Medical insurance can be purchased at the airport there for around 600 pesos.

Thailand has their test and go program, round trip air around 20 to 25 thousand pesos (check Cebu pacific, outbound have flights for under 4000 pesos), need evisa, RTPCR, however, you must stay in an approved hotel on the first (and fifth) day, that runs a minimum of 6000 pesos per day. If you test positive, you're liable for all the costs of your quarantine.

If you can afford to wait a while, Malaysia is making noises about opening up soon, that maybe substantially cheaper if true, and hopefully ticket prices may drop because of Philippines opening.

It maybe a good idea to wait to things calm down and almost return to normal. . .especially prices.

blacksheepjuno is correct although one thing I would say is that the test and go packages can be found for under 4000 baht at certain hotels and some of the hotels offer packages for 5 nights which are not much more expensive than paying for the day one and day five with tests. So maybe you pay 5,000 baht for day one and day 5, so a total of 10,000 so far but the other 3 nights only amount to 4000 baht so a combined total for 5 nights of 14,000 baht.

Also there is no restrictions on where you can stay on days 2 to 4 so you could stay in a different hotel for those days.

Lots to consider, thanks all for your replies. Guessing Twain, Singapore or Hong Hong, maybe to costly or have quarantines?  82 yrs old this Feb. Mind still works okay but could use an overhaul .
