I have just arrived in Belgium I am Tunisian I had a work permit for my internship, I wanted to create a bank account but he asks me for annex 19 or 8 while the municipality can provide me with annex 49 I do not know too much what's the difference between those I need to create a bank account ASAP.

Did you apply for a residence permit?
If yes, you have an annexe with photo mentioning your address and Belgian National Number. I suggest ask Beobak or Argenta to open an account. Apply online and they will call you to go to a branch. 3 days after you will receive your debit card at home.
Another alternative is Wise(Belgian bank, or Revolut(Lithuanian bank) they both do not need a residence permit, I have opened with just my foreign passport
