I think at Chemtech ( situated at Pailles) , you can get all these. Hope you are not planning a heist!

Hello,

I think the glass-cutter and tape you may get in any regular hardware stores around the island. However for stained glass there are specialized shops for that. I know two of them in the region of Phoenix. However you may also request for that in a hardware store nearest to you, some of them may get that for you on order.

Otherwise you may check MR BRICOLAGE at Trianon. But their prices are quite high.
