Tobacco (Rolling) to be found?

Hi I am wondering if anyone can help with me finding some rolling tobacco as i do not smoke cigarettes and cannot seem to purchase tobacco anywhere ? I am here for at least 1 month looking for a new venture for the future and had a mishap with my bag coming from the airport and lost the tobacco i purchased on route?
Any information appreciated please?
Also i do not like to keep asking around as i seem to be attracting the wrong type of interest !?

My husband had the same problem over a year ago. From what he was told it's a taxation issue. Seems odd as they still sell cigarettes.
Managed by chance to get some from a tourist.
Keep your eyes peeled for someone rolling up!
Not much help but you have our sympathies.
