Buying a property in portugal

Hi all im hoping to move to portugal with my family and ive seen a property that id like to make a offer and just wanted to know what a reasonable offer would be without causing offence ! Ive heard properties regularly get sold for 20% lower than what they are advertised at ! Is this true ? If so would a offer around 25% - 30% below the asking price be quite acceptable ? Thank you for any replies.

It depends on the location of the property. We bought a property in Areeiro, Lisbon in 2018. The condo was well upgraded, we bought it 20% less than the asking price. Our negotiation based on the length of time the owner has the place, price per square meter, existing mortgage loan or not and how long has it been on the market. Please don't let the seller agent talk you into things.

We have a mortgage loan in Lisbon with Millennium. They did an appraisal on our condo which 20% more thank our purchased price. We put 40% down.

After we bought our condo we installed the dual Heat/AC unit in all the rooms - It was a great investment.
